Animated means lively — or made using drawings that appear to move. The two senses share the idea of bringing something to life.
The lively sense describes people and conversation, so an animated discussion is one where everybody is leaning forward, and it is a compliment. The film sense is technical, and an animated film is made frame by frame whether by hand or by computer. Both come from Latin anima, meaning breath or soul, which is exactly what animation gives to a drawing. The noun animation covers the technique and the quality.
