To calm down is to stop being angry or upset and become quiet again. The heart rate comes back to normal.
It works on yourself and on other people, so you calm down and you calm somebody down. Telling an angry person to calm down is famously one of the least effective sentences in English, since it usually makes things worse, and everybody says it anyway. It also works on situations, since a crisis calms down. The adjective calm and the noun calmness belong to it.
1phrasecalm downTo become or make someone become less angry or agitated.
