A car seat is the strapped seat a child travels in. Fitted to the car, and the right one for the child's size.
British law requires one until a child is twelve or a hundred and thirty-five centimetres tall, whichever comes first. Fitting is where most people go wrong, since a large majority of seats are installed incorrectly, and the isofix system exists to make that harder. Rearward-facing is safest for as long as the child fits. The phrase also means simply a seat in a car.
