Decision-making is the weighing of options a person or a body goes through before choosing. The process rather than the choice.
It is a whole field of study, and behavioural economics has shown how badly the process goes under time pressure, fatigue and too much choice. Organisations describe their decision-making as transparent when they want to be trusted. The hyphenated form is standard both as a noun and before another noun, as in decision-making powers. Decision fatigue is the real exhaustion of making too many.
