A filter effect is a ready-made look applied over a whole picture. Add a filter effect, no filter effect at all, a warm filter effect.
It saves the work of adjusting anything by hand and makes every picture look like everybody else's. The name comes from the glass filters screwed onto a lens, which did the same job physically.
