To give an opinion is to say what you think when somebody has asked. A doctor on a scan, a friend on a jacket, a solicitor on a contract.
It takes on or about. The verb matters: you give one when asked and offer one when nobody did, which is why unwanted advice is described as offered rather than given. A second opinion is what you go looking for when the first alarms you, and in medicine and law the phrase sits close to a technical term for what a professional is paid to produce.
