Governmental means belonging to the government. A governmental body, governmental policy, non-governmental.
It is most used in its negative: a non-governmental organisation is defined by not being part of the state, and the abbreviation NGO is far commoner than the full phrase. The word itself is formal and slightly clumsy — government is usually used as a modifier instead. Note govern, from the Greek for steering a ship.
