Half-naked means wearing far too little clothing. Not naked, and not decently covered either.
It is an exaggeration nearly always, since the word usually describes somebody in a state that would be unremarkable on a beach and startling in a corridor. It appears in descriptions of heat, of interrupted mornings and of chaos, so answering the door half-naked is a scene rather than a measurement. Half-dressed is the gentler version and means the same thing.
