Home-cooked means made in a family kitchen rather than bought ready-made. Somebody stood there and did it.
It is used as a promise in pubs and cafés, where home-cooked food claims that the kitchen made it rather than reheating it, and the claim is not always inspected closely. At home it carries real warmth, since a home-cooked meal is what people miss when they are away. The hyphen is standard before a noun. Homemade covers the same ground and includes things other than food.
