Irritated means annoyed — or sore and inflamed. The word covers a mood and a rash with equal ease.
The feeling is mild and short, sitting well below anger, and it takes by or with. An irritated sigh, an irritated glance at the clock. The physical sense belongs to skin and eyes, where irritated means red and uncomfortable from contact with something. Both come from irritate, and English keeps them apart by context alone. Note that irritating describes the cause while irritated describes the sufferer.
