To look into a matter is to investigate it and find out more. Not a glance — an inquiry.
It is the standard formula for promising action without promising a result, which is why organisations use it constantly, and being told that somebody will look into it is either reassuring or ominous depending on who said it. Police, regulators and complaints departments all look into things. Investigate is the formal single word, and look at is the weaker version that promises even less.
