Outgoing means loving company and making friends easily. An outgoing person, outgoing and confident, very outgoing.
It is the everyday word for what psychologists call extraversion, and it is almost always approving. The other senses are quite separate: an outgoing president is the one leaving office, outgoing mail is what is being sent, and the outgoing tide is going out. Note outgoings, which in British English means regular expenses — income and outgoings — and is a different word again in practice.

Out plus going. English builds an unusual number of adjectives this way, and outgoing carries three unrelated senses because out and going can both be read literally or figuratively.
From outgo + -ing, out + going.
