Perv is clipped slang for a man whose sexual conduct is thought creepy. Called him a perv, a total perv, stop perving.

It is an accusation rather than a description, and it covers anything from staring to serious wrongdoing, which is part of why it is a poor word for a serious matter. The verb, to perv at somebody, means to stare in a way that makes them uncomfortable.
