To place an order is to ask formally for goods to be supplied. Quantity, delivery date, the thing sent off and now on its way.
It takes with and for: place an order with the printer for two thousand copies. Place is the commercial verb — the same one in place a bet and place an advertisement — and it is what distinguishes this from ordering a coffee, which nobody would call placing anything. Fill or fulfil one is the supplier's half, and cancel one is what you do when it has taken six weeks.
