Planning is the work of deciding in advance how something will be done. Careful planning, planning permission, months of planning.

In Britain the word has a second life as a legal term: planning permission is the council's consent to build, and getting it is a slow and public process. The general lesson of planning is that the plan is usually wrong and making it is still worth doing.
