The poverty line is the income below which a person counts as poor. Below the poverty line, drawn at the poverty line, lift them above the poverty line.
Where it is drawn changes the answer, so a relative poverty line moves with average income and an absolute one does not. Arguments about poverty are usually arguments about where the poverty line sits.
