Soaked means wet right through to the skin. Soaked to the skin, absolutely soaked, get soaked.
It is the strongest of the ordinary wet words: damp, wet, drenched, soaked — and soaked to the skin is the fixed phrase. Of food it means left in liquid deliberately: soaked overnight, soaked beans. Soaked in also means saturated with something figuratively — soaked in tradition. Note soaking, which works as an intensifier: soaking wet.
