Soggy means unpleasantly soaked and soft. Soggy chips, a soggy field, the bottom of the box went soggy.
The unpleasantness is built in — nothing is soggy in a good way — which separates it from merely wet or damp. It is used most about food that should have been crisp and about ground that should have been firm. Note soggy bottom, which entered general British use from a baking programme and means an undercooked pastry base. The word is informal and slightly comic, which makes it hard to use in serious writing and easy to use everywhere else.
