The steering wheel is what a driver turns to point the vehicle. Both hands on it, and the horn in the middle.
The old advice about ten to two has been revised, since airbags deploy from the centre and hands at quarter to three are safer. Wheels have shrunk as power steering removed the need for leverage. Being behind the wheel means driving, and falling asleep at the wheel is both a literal danger and a standard metaphor for inattention at the top of an organisation.
