To strike a deal is to agree terms after bargaining. Hands meet, the price is the price, and everybody walks away having given up something.
Strike is the old sense of settling a bargain by hitting something, and it survives in modern English almost nowhere else. It takes with and over: the club struck a deal with the council over the car park. Do a deal is the plainer version and cut a deal the American one, and all three imply haggling — so none of them fits a price nobody argued about.
