The town hall is the official building where the local government works. Usually the grandest thing on the square.
Victorian civic pride built enormous ones, often with a clock tower, and many are now far too big for the council still using them. They hold council meetings, weddings and, in many towns, the main public hall. American English says city hall for the same building. There is a modern American sense in which a town hall is a public meeting rather than a building, and that use is spreading.
