treaty

UK/ˈtɹiːti/US/ˈtɹiti/
nounC1Common in everyday speech and writing · #3,862 of 15,258leans written

Other forms: treaties

A treaty is a formal signed agreement between countries. Sign a treaty, ratify the treaty, a peace treaty.

Signing and ratifying are separate steps, and a state is bound only by the second. Treaties are binding under international law with no police force behind them, which is why compliance depends on reputation and on what other states will do about a breach.
