Uncooperative means unwilling to work with anybody else. An uncooperative witness, uncooperative and rude, proved uncooperative.

It is a formal complaint rather than a description, and it appears in reports where the writer wants the refusal on record. Of an object it is a mild joke, as when a lid or a printer is called uncooperative.
