uninspiring

UK/ʌn.ɪnˈspaɪə.ɹɪŋ/US/ʌn.ɪnˈspaɪɹ.ɪŋ/
adjectiveC1Rare in speech; mostly a word you read · #12,958 of 15,258leans written

Uninspiring means failing to stir any interest or enthusiasm. An uninspiring performance, uninspiring food, frankly uninspiring.

It is a polite way of saying dull, which is why it appears in reviews and in reports on schools. It criticises the effect rather than the effort, since something can be competent and uninspiring at once.
