To wipe down is to clean a surface with a damp cloth. A quick pass, and the crumbs are gone.
It is the standard phrase for kitchens, tables and equipment, and wiping down surfaces became one of the most repeated instructions of the pandemic. It splits round an object. The related wipe-clean describes a material designed for it, which is why high chairs and tablecloths advertise it. Wipe out means something entirely different and far more final.
