Chartered means holding formal professional status in a field. A chartered accountant, chartered engineer, chartered surveyor.
The title comes from a body holding a royal charter, and it is legally protected — calling yourself a chartered accountant without the qualification is an offence, where calling yourself an accountant is not. A chartered aircraft is hired whole, which is a separate sense of the same word.
