Indecisive means unable to make up your mind. An indecisive leader, indecisive about it, hopelessly indecisive.
It is a criticism of the person; of a contest it means settling nothing — an indecisive battle left both sides in place. Note that decisive covers both senses too, which is why the word can describe a person's character or an event's outcome. The Latin behind it means cutting off.
