Promotional means done in order to advertise something. A promotional offer, promotional material, promotional tour.
It marks the purpose rather than the form, which is why a promotional interview and a promotional discount are the same thing from a marketing point of view. Promotional pricing sells at a loss to win customers, and whether they stay afterwards is the whole question. Note promote, from the Latin for moving forward.
