Cultural means to do with the arts and customs of a people. Cultural differences, a cultural centre, culturally significant.
It covers two things that get confused: the arts, and the whole way of life of a group. Cultural appropriation is a live argument about who may use what, and it turns on power rather than on borrowing alone, since cultures have always borrowed.
